The mission of the Guernsey County Prosecuting Attorney is to seek justice for victims of crime, pursue punishment and rehabilitation of persons who violate our criminal laws, and advocate for the protection of families and safer communities for all citizens of Guernsey County. The Prosecuting Attorney also provides essential legal advice and counsel to public officials in county and township government concerning matters connected with their official duties.

Guernsey County, located in East Central Ohio, has a land area which totals 529 square miles, a population of more than 41,000 citizens, and the City of Cambridge as its county seat. There are 19 townships, two cities, and many villages within the county and is named for the Isle of Guernsey. The two major municipalities, the City of Cambridge and the Village of Byesville, have numerous commercial and industrial businesses which employ residents from Guernsey County and the surrounding area.

As a law enforcement officer and the county’s chief attorney, the Guernsey County Prosecuting Attorney is an elected position within the county and oversees five Assistant Prosecuting Attorneys, a victim advocate, and support personnel divided into four divisions: Criminal, Juvenile Delinquencies, Townships, and Children Services.

The Prosecuting Attorney and Assistant Prosecutors assigned to felony and juvenile cases represent The People of the State of Ohio in trial courtrooms which constitute the Guernsey County Common Pleas Court for the prosecution of all adult felony crimes and juveniles charged with both felony and misdemeanor delinquent acts committed in Guernsey County.

Several different local law enforcement agencies investigate and submit felony and juvenile criminal cases to the Guernsey County Prosecuting Attorney for review and filing at Juvenile Court or presentment for charges through the Grand Jury. Felony crimes are serious criminal offenses under Ohio law, meaning the penalty for a person convicted of committing a felony offense may result in prison time. Adult misdemeanor crimes committed in the county, however, are handled through a separate municipal prosecutor office at Cambridge Municipal Court, which are not affiliated with the county prosecutor’s office. The offenses involve lesser criminal penalties of local jail time and financial sanctions.

The Civil Litigation division of the Guernsey County Prosecutor’s Office provides legal representation to all Guernsey County and all township officeholders and nearly all county agencies along with filing lawsuits to abate health nuisances on properties and to collect delinquent property taxes. As statutory legal advisor, the Guernsey County Prosecuting Attorney represents county elected officials, various county boards, commissions, or agencies; 19 boards of township trustees and their fiscal officers; and county school boards.
